The EU legal context
The normative Public Transport Reference Data Model (Transmodel) covers the following domains: Network topology representation, Scheduling, Operations monitoring and control, Fare management, Passenger information, Driver management, Management Information & statistics, Alternative modes. Transmodel has to be viewed in the context of the European ITS Directive 2010/40/E (in particular the Priority Action A, supplementing the European Directive 2010/40/EU with regard to the provision of EU-wide multimodal travel information services) since it facilitates the definition of the necessary requirements to make EU-wide multimodal travel information services accurate and available across borders to ITS users.
The Multimodal Travel Information Services (MMTIS) Regulation requires i.a. that the data holders shall provide, via the national access points access to the static, historic and observed travel and traffic data listed the Annex of the Regulation, of the public transport modes using one of the following standards and technical specifications, or any digital machine-readable format that can be proven fully compatible and interoperable with those standards and technical specifications, including for example through automatic converters and validators:
- NeTEx CEN/TS 16614 and subsequent versions;
- the technical specifications set out in Regulation (EU) No 454/2011 (dedicated to the trans-European rail)
- the technical documents published under the authority of the IATA Passenger Services Conference (air)
- Transmodel EN 12896 where there is no reference exchange protocol.
For the spatial network the requirements set out in Article 7 of Directive 2007/2/EC (i.e. the INSPIRE Directive) have to be taken into account.
The DR MMTIS provides a detailed calendar as regards the publication obligation of the data categories listed. It has been amended in 2024 which result in some specific changes on the Article 1,2,3,4,5,6 and 9. You can found more about the amendments and the original text on the links below.
NeTEx, SIRI, Opra, OJP are the data format directly derived from Transmodel that are mentioned to be used in a precise context and timescale by the regulation.
